The Commission on culture and spiritual heritage of the Executive Committee of the World Congress of Tatars

General Provisions

1.1. The  Commission for culture and  spiritual heritage of Tatars    of  the WCT Executive Committee (hereinafter – the Commission) was  formed by the decision of the World Congress of Tatars of   June 19,  1992 as a structural unit of the executive committee of the WCT  in order to attract a wide range of experts to discuss issues in the fields of culture, art and folk art, all spiritual heritage of the Tatar people and developing  recommendations on them.

1.2. The Commission is guided by international standards, the federal legislation and the legislation of the Republic of Tatarstan, the decisions of the congress the WCT,  by  present  Regulation.

1.3. The main tasks of the Commission are   the following:

  • To promote activities aimed at the preservation and development of the Tatar national culture in regions  densely populated by Tatars  to  meet their spiritual needs, based on the cultural heritage of the Tatar people;
  • To develop proposals and recommendations for  the Executive committee of the WCT, government and international organizations for the implementation of tasks under the authority of the Commission:
  • To develop proposals and recommendations for public institutions at the conclusion of international, intergovernmental and interdepartmental treaties and agreements on matters under the jurisdiction of the Commission;
  • Implementation of public control over the implementation of the tasks set by the Congress of the WCT on matters under the jurisdiction of the Commission.

Directions of the Commission Work

2.1. In considering the issues referred to its competence, the Commission carries out its activities in the following areas:

  • Close cooperation with the national-cultural autonomy of Tatars in Russian regions and abroad;
  • Shall establish  relations and cooperation with all relevant international, federal and republican institutions;
  • All possible assistance to promote the WCT representative at international level  of  the UN, UNESCO and others., As well as  solution of their tasks, under the jurisdiction of the Commission.

2.2. Commission  shall  make proposals on matters within the jurisdiction of the Commissionit is entitled  to carry out:

  • preparation of proposals on draft plans  by  the  WCT Executive committee  and other interested organizations;
  • preparation of proposals for inclusion in the federal and republican target programs as well as programs of international organizations;
  • preliminary consideration:
    • Draft laws and other normative legal acts of the Russian Federation and the Republic of Tatarstan, dealing with matters within the jurisdiction of the Commission;
    • Issues submitted to the WCT Executive committee  and other government and non-governmental organizations on matters relating to the conduct of the Commission;
  • development:
    • Draft laws and other normative legal acts of the Russian Federation and the Republic of Tatarstan, dealing with matters within the jurisdiction of the Commission;
    • Target international and federal programs, the Republic of Tatarstan programs aimed at implementing the tasks entrusted to the Commission.
  • Consideration of the received by the Executive Committee of the WCT and the Commission requests, proposals of state bodies and public organizations, citizens on matters under the jurisdiction of the Commission;

Procedure of the Commission

3.1. The Commission carries out its activities within the perspective   plans of the Executive committee of the  WCT, as well as – on the basis of plans and decisions taken at meetings of the Commission.

3.2. The Commission is a collegial advisory body.

3.3. The Commission is created and abolished by the decision of the  WCT Executive Committee .

3.4. Chairman of the Commission shall be elected by the Executive Committee of the World Congress of Tatars.

The numerical and personal composition of the Commission is determined by the Executive Committee of the WCT.

3.5. Members of the Commission participate   in its work on a voluntary basis.

3.6. The Commission shall meet as required. Time and place of the meetings of the Commission are determined by the Chairman of the Commission.

The meeting of the Commission shall be considered valid if it is attended by more than half of its members.

3.7. The Commission meets in accordance with the agenda.

Issues on the agenda of the forthcoming meeting of the Commission shall be made by the Commission.

3.8. During the Commission’s consideration,  the items on the minutes of the meeting  shall be  conducted. Minutes of the meeting is  conducted by   Secretary of the Commission appointed by the Chairman.

Members of the Commission have the right to express a dissenting opinion on the individual agenda items in writing. Individual opinion of members of the Commission shall be attached to the minutes of the meeting.

3.9. In matters within its competence, the Commission shall decide.

 

The Commission’s decisions are taken by simple majority vote of those present at the meeting. It is  allowed decisions by polling, transfer  of proposals by  telegraph, telex and facsimile.

Decision on urgent and pressing matters shall be taken by the Chairman of the Commission in consultation with the chairman of the executive committee of the WCT,  about  which during  two days members of the Commission are  notified all members of the Commission.  Decisions  of the Commission bear an  advisory  character.

3.10. Where necessary, the Commission may set up working groups, expert committees, involving   experts in them.

3.11. All documents and decisions of the Commission   shall be signed by  Chairman of the Commission.

3.12. Responsibility for management of the Commission’s office is  assigned to the Secretary of the Commission.
