The State Duma of the Russian Federation has  forwarded a draft law on  voluntary study of national languages ​​for revision after the first reading.

The State Duma of the Russian Federation has  forwarded a draft law on  voluntary study of national languages ​​for revision after the first reading.  Chairman of the Committee on Education and Science, Vyacheslav Nikonov, made a report at the meeting of the State Duma.

He stressed that the second reading of the bill would be significantly amended, initiated by a specially created working group in the State Duma.

Nikonov proposed to consolidate in the bill, when it is being finalized, the human right to learn the native language and the possibility of choosing which language for the pupils will be native. The amendments suggest the possibility of studying the Russian language as a native language.

“If you have any complaints about the draft law submitted in the first reading, then you should not object to the resolution, since our colleagues do not have any serious objections to it,” Nikonov addressed the deputies.

He said that the Foundation for the Support of Native Languages ​​will be established, which will tackle the problems of science in this field.

“We have agreement with the Ministry of Education to create a fund, but so far no specific parameters have been determined,” Nikonov said. According to him, the situation will clear up for the second reading of the bill.

The report on the bill caused a large number of questions from the audience. Thus, the deputies specified when and how the fund for the support of national languages ​​would be created, which presupposes a new concept for the study of native languages, how the issue of the training of pedagogical personnel will be decided, whether a system of motivation will be created for the study of native languages.

“Every language in our country is a national treasure, so we must make efforts to save them and create all conditions for this,” Nikonov said.

As a result of the meeting, a decision was made to pass the bill in the first reading, amendments to the bill will be submitted to the bill within thirty days. 373 deputies of the State Duma voted to pass the bill in the first reading.
