Tatars living outside Tatarstan will receive state aid

To support socially significant projects of the Tatar national associations in Russian regions Tatarsatn authorities again allocate grants. Last year, for ethno-cultural projects 5 million rubles were allocated. This year, the amount of grant support is not yet clear, but presumably it will be about the same amount.

The Cabinet of Ministers of Tatarstan has recently issued a decree which confirms holding this year’s competition for the support of the Tatars of the Russian regions involved in the ethnic and cultural projects. Grants will be provided under specific projects to Tatar public organizations, which will contribute to the preservation of national identity, language and culture of Tatars, living outside Tatarstan. That is the funds allocated not for maintenance of organizations, paying their daily routine expenses (rent, payment of communications services, etc.), but for specific projects. This is done primarily to the practical effectiveness of the money allocated by the state budget.

Competition for the identification of the winning projects, which will receive support in the end are held twice a year. To claim for grant support is possible only for Tatar national associations registered with the RT Justice Ministry. Considering that a lot of applications filed, and financial resources are severely limited, the support is usually given to those projects that either need small financial investments, or those in the implementation of which, in addition to supporting, Tatarstan attracts financial support from patrons.

Responsible for this direction is officially the RT Ministry of Culture, but in fact the main intermediary role is performed by the World Congress of Tatars (CGT), and through which the grant applications are formed. The original initiative for the need in such programs came also from members of the executive committee of the organization.

Basically the grant application relating to events aimed at promoting ethnic and cultural traditions of the Tatar people, learning their language and history, as well as for scientific and scientific-practical conference on problems of preservation and development of the Tatar people, the publication of books that affect these problems.

From a legal point of view, in Tatarstan and has a regulatory framework to support their compatriots living outside the

republic. First of all, it is the 14th article of the RT Constitution, according to which the Republic is obliged to assist in preservation of language, culture and identity of the Tatars. Also, apart from that applicable federal treaty between Tatarstan and the Russian Federation (up to 2017), which also includes such issues. “There was an agreement between Russia and Tatarstan, which was ratified by the Parliament, it was signed by President of the Russian Federation, that is, the grant system has a legitimate reason,” – commented on this occasion the chairman of the Committee on Culture, Science and Education Razil Valiev.

Speaking about the need to support projects Tatar public organizations, he stressed that ” Tatarstan is home to about 2 million Tatars, others remain without domestic care of their culture and national identity. Therefore, we must help them, “- he concluded.

On the whole implementation of the state program “Preservation of national identity of the Tatar people outside of Tatarstan for the period 2014-2016” provided almost 90 million rubles., Which, of course, it is not enough to meet the national needs of 3.5 million Tatars of Russia living outside Tatarstan, but the first time that such a program is involved in practice is a positive factor.

In general, this whole program, in spite of such a short period of its implementation, has already shown its necessity, as its development and adoption opened a whole layer of problems and issues that need solutions now became apparent. Therefore, the main task in this regard is the need to prolong the program, and after 2016, so that the process started, albeit slowly, but it followed its right course.
