An event dedicated to World Hijab Day took place in Kazan

On the 3rd day of the month of Sha’ban (February 2), Kazan hosted an event dedicated to World Hijab Day. The organizers were the Spiritual Administration of Muslims of Tatarstan (DUM RT) and the Union of Muslim Women of Tatarstan.

The event was attended by Mufti of Tatarstan Kamil Hazrat Samigullin, lawyer and legal expert Ruslan Nagiev, and head of the Union of Muslim Women of Tatarstan Nailya Ziganshina. Among the guests were abyssas (female religious scholars) from the muhtasibats of DUM RT and businesswomen, totaling around 300 participants. The event began with the recitation of verses from the Holy Quran.

Key Highlights:

  • Mufti Kamil Hazrat Samigullin addressed a common misconception, stating that the term “hijab” does exist in the Quran. He emphasized that two verses in the Quran explicitly command Muslim women to wear a headscarf, making it not just a right but a divine order. He also referenced hadiths where the Prophet Muhammad ﷺ gave guidance to his wife Aisha (RA) and daughter Fatima on this matter.
  • Lawyer Ruslan Nagiev explained the legal aspects of wearing the hijab in Russia. He highlighted that the Russian Constitution guarantees freedom of religion and prohibits discrimination based on gender, nationality, or religion. He stressed that workplace laws do not prohibit wearing a headscarf and that the hijab is an element of traditional clothing for many indigenous peoples of Russia.
  • Legal Perspective on Regional Policies:
    Nagiev mentioned that some regions, such as Tatarstan, Dagestan, and Chechnya, have jurisdiction over certain aspects of religious dress codes. He encouraged resolving conflicts through negotiations rather than litigation, even in cases where school administrations impose dress restrictions.

Cultural Program & Discussions

The event featured insightful religious lectures on the importance of the hijab, as well as a cultural program with munajats (religious songs) and master classes.
