Last week, in the Ministry of Culture and the Ministry of Education and Science of Tatarstan sessions of the Public

Councils, were held, which discussed the preliminary results of the implementation of government programs for national policy in the Republic of Tatarstan and the preservation of national identity of the Tatar people.

As known, these programs were adopted at the end of 2013 and state departments worked on them for the past year. Now it’s time to sum up results of year’s work. The Ministry of Culture comes out as the state customer and coordinator of these programs, and the Ministry of Education and Science assigned the task of managing the implementation of government programs.

World Congress of Tatars as one of the organizations involved in the implementation of government programs, reported on the work done.

We offer our readers the speech by first deputy chairman of the Executive Committee of the World Congress of Tatars Renat Valiullin at a meeting of the Public Council under the Ministry of Culture of the Republic of Tatarstan.

Modern processes of globalization and standardization, leading to an erosion of culture, destruction of traditions, large-scale introduction of information technologies, forced to look for new, adequate to modern conditions form of preservation and transmission of ethical values, have specific requirements for motivational field ethno-group belonging. Specific to the Tatar ethnic community are the problems of incompleteness of national consolidation, reducing the availability of professional culture outside the Republic of Tatarstan, partial squeezing out of ethnic Tatar identity by Muslim religious one.

The need for reproduction and development of language, traditional and professional Tatar culture in the new conditions are embodied in state programs of the Republic of Tatarstan, the implementation of which we are considering today. For twenty years, the main purpose of the WCT include: promoting the Tatar people in different regions of residence, the preservation of their culture and language. In 2002, at the 3 the Congress of the Executive Committee of the WCT, it was decided to create a center of ethnic monitoring in the Congress of Tatars, and as result of quite a painstaking research in 2012 already at the 5th Congress of the Congress of Tatars the concept of preservation of ethnic identity of the Tatar people was adopted.

The concept task – to determine the main directions and objectives of the World Congress of Tatars in the preservation of ethnic identity of the Tatar people in the new conditions of globalization. The key to the effectiveness and efficiency of the developed Concept is working closely with the authorities of the Republic of Tatarstan and management at various levels, with the authorities of the Russian Federation and management at various levels, and with other national civil society organizations in the creation and maintenance of conditions for the preservation and development of ethnic identity of the Tatar people living in the Republic of Tatarstan and outside, in accordance with generally recognized principles and norms of international law.

The concept has been very warmly received by the Tatars. But at the same time, we clearly understand that without concrete measures and adopting a state program to realize the concept into practice of significant results is impossible to comprehend. With this idea, the Board of WCT appealed to the state authorities of the Republic and after the approval and negotiation, the program has been adopted. We express our gratitude to our President Rustam Nurgalievich for supporting this program. Yes, there were different opinions, but the document has become a real instrument in the realization of the article 14 of the Constitution of the Republic of Tatarstan, and became a moral impulse for Tatars living in the country and abroad in the interests of preserving the national identity of the Tatar people were embodied in a particular state program. It is no coincidence that the major activities in which the WCR Board CGT is responsible pertain to the preservation of national identity of the Tatar people. So 41 events were held with the participation of the Congress in 17 events, we are top performers and organizers of events. I will not list here these activities, as reports on their implementation has already been presented in the handouts, I can only say for what we with full responsibility referred to all the points of the program and tried, despite our meager opportunities to hold them at a decent level. And most important, with a good supply of information. I was one of the developers of this program, I can say that there are things that need to be adjusted in one degree or another, but the main thing is that the program has a positive moral value, not only among the Tatar people, but also for the whole community of the republic.

With regard to the financial component, it is known that under the program this year 33.5 million rubles were allocated as of which 19 million have gone through the Executive Committee of the WCT, we have this amount fully implemented, including the budget of the Republic returned to 95 000 ths. 399 rubles 63 kopecks. This amount is the result of savings under item 3.8 holding 3 All-Russian gathering of Tatar village entrepreneurs.

However, it should be noted that during a particularly large events such as “5 Forum of Tatar religious figures” and “6 Tatar Youth Forum” The Executive Committee of the CGT was forced to address to the President R.N. Minnikhanov with a request to provide additional funding, so on the Forum of religious leaders 2 million 901 000 200 rubles was channeled, for a youth Forum 3 million 500 thousand rubles.

As known, changing world makes its own adjustments, and it happens in public and national life, so this year considering all the processes that occur in the part of demographics, preserving family values, education of the younger generation in the spirit of national ideas and economic situation of the sanctions against Russia The Executive Committee of the WCT came out with the initiative of two new large-scale forums that were not included in the program that we consider. So in May the World Forum of Tatar women was held with the participation of more than 500 Tatar women out of 64 regions of Russia and 19 foreign countries, and in December Forum of business partners of Tatarstan with participation of 600 representatives of big business from 53 regions of Russia and 17 foreign countries. Thanks to the support of the President of the Republic of Tatarstan, Government, we have been able to hold these events at a high level. These additional events will be held annually and given the fact that they do not pass through government programs, please consider the redistribution of undeveloped resources in the current year for these activities in 2015 under government programs.
