Tatarstan has sent to the State Duma amendments to the law on the native languages

Experts and scientists from Tatarstan have sent to the State Duma amendments to the bill on native languages, suggesting that the “voluntary basis” of studying the state languages of the republics be excluded from the project.
According to Kommersant, Tatarstan experts point out that the Constitution of the Russian Federation provides the opportunity to establish their state languages to the republics, and their teaching is mandatory confirmed by the decision of the Constitutional Court in 2004.
Experts do not agree that the choice of the native language being studied should be done at the request of the parents. The expert on national education Marat Lotfullin believes that the draft in the first reading establishes “restrictions for the languages of the peoples of the Russian Federation”, which are “unconstitutional”.
The scientists also opposed the formulation that the study of the languages of the republics “can not be carried out at the expense of teaching” Russian, since the concept of “damage to teaching” by law is not defined.
In addition, experts do not agree that native languages should be taught within the limits of the opportunities provided by the education system. They believe that “the education system should ensure the educational needs of not only one God-chosen people, but all the peoples of the Russian Federation.”
The amendments have been sent to the State Duma deputies and heads of the profile committees, but the scientists have not yet received a response.
We remind that the State Duma Committee for Education and Science recommended the adoption of a bill on the voluntary study of native languages in the second reading. It is known that the document received 27 amendments, some of them were supported by members of the committee.
On June 19, 373 deputies of the State Duma voted for a scandalous bill regulating the study of languages in schools, but with the proviso that the text of the document will be radically revised by the second reading. Native languages are promised to be preserved in the obligatory part of the program orally, but in this capacity it will be possible to choose Russian. Against the deputies voted from Bashkortostan, Dagestan and Chuvashia. One MP from Tatarstan abstained.
