March 4, 2015, the certificates of state ownership of buildings mosque and madrassa were received by local religious organization of Muslims of city Kasimov (Chairman Ravil Teregulov). Documents issued on the basis of decision of the head of the municipal administration – city district Kasimov of the Ryazan region of 11.25.2014, № 1658 and 1659 and the number of transfer acts from 11.27.2014, the September 25, 2014 deputies of Kasimovsky City Council agreed to transfer the buildings. For the transfer of religious property to be used for sharing of religion and the spread of Islam in the city of Kasimov of the Ryazan region voted the majority of deputies of City Council.

The historical process of returning the property of the Muslim community took more than one year. Buildings madrassa and mosque were transferred to the gratuitous use by the local religious organization of Muslims of city Kasimov of the Ryazan region in 2007 and 2008 respectively, but the application for the return to community property taken by Soviet power, Kasimov deputies repeatedly refuses. It is not put in motion even after the adoption of number 327-FZ “On the transfer of ownership of property to religious organizations for religious purposes under state or municipal property” from 30.09.2010

The return of Muslim shrines to community of Kasimov affected State Duma deputies of the sixth convocation Ildar Irekovich Gilmutdinov and Nikolai Bulaev, as well as chairman Kasimovsky Tatar national-cultural autonomy Ildar Dinarovich Bikuev.
