Attention to national issues
September 24, 2018, President of the Republic of Tatarstan Rustam Minnikhanov delivered an annual address to the State Council of the Republic of Tatarstan. In this address, tasks for socio-economic development of the republic are identified, specific ways of solving the most important problems are indicated.
Much attention is paid to the issues of harmonization of inter-ethnic relations, to national-cultural and linguistic issues:
“A recent public discussion of the draft law on the study of the native languages of the peoples of the Russian Federation has revealed certain points of tension and the special significance of this topic for the future of our country’s multi-ethnic culture.
It is gratifying that in general our approaches and vision were heard by experts and federal authorities. The adopted balanced version of amendments to the current legislation creates necessary conditions for the study of the native languages of the peoples of Russia. The statement by Vladimir Vladimirovich Putin at the «Mashuk» educational forum gives confidence in this, where he called for a program to preserve national languages to be revived on a new basis. ”
The President of Tatarstan places high demands on the solution of existing problems. In particular, he stated the following.
However, the discussion of the language issue should be a serious lesson for our education system, for all of us. The fact that for a long time the issues of improving the methods and technologies of teaching the Tatar language have not been resolved is our serious omission.
The Ministry of Education and Science of the Republic of Tatarstan, in cooperation with the federal ministry, must promptly take measures aimed at correcting the situation. Curricula and programs should take into account the necessity of learning the native language. It is necessary to continue work on improving approaches to the study of the subject “the state language of the republic”.
In addition, the Ministry of Education and Science of the Republic of Tatarstan should work out a set of issues related to the development of the entire infrastructure of national education, and complete with the KFU the creation of the National Pedagogical Institute …
Support for Tatars living outside of Tatarstan and the country in the issues of preserving the language, culture and traditions is our constitutional responsibility. Past congresses of the World Tatars Congress actualized these issues. ”

In a final part of the “national-cultural” bloc of his message, Tatarstan President Rustam Minnikhanov voiced the problem of developing long-term plans for the existence of the indigenous ethnic group of the Russian Federation and the Volga-Ural region:
“It is necessary to more closely interact with the government bodies responsible for this work, the World Congress of Tatars and the Federal National-Cultural Autonomy of the Tatars with the relevant local structures.
… We are looking not good by the fact that the adoption of the announced Strategy for the Development of the Tatar People is being delayed. It should be a document that consolidates the nation based on self-identification and common views on the past, present and future of the Tatar people. Let me remind you that the center of responsibility in this work is the World Tatar Congress. ”
“Brainstorming” on the TV channel “TNV”
The public shows an increased interest in the elaborating the Tatars’ Development Strategy for a long period. The Cabinet of Ministers of the Republic of Tatarstan and the Academy of Sciences have formed a working group for the work on the draft Strategy. People of science, culture, youth organizations, political scientists, journalists propose to involve the general public in this work. Deputy Prime Minister, Chairman of the National Council of the World Congress of Tatars Vasil Shaikhraziev said that everyone can make his r ideas and proposals to the draft Strategy for the Development of the Tatar People.
With this in mind, the Tatarstan-New Century television channel conducted the first “brainstorming” to determine the main parameters of the upcoming work. The discussion, organized in the form of a talk show, was attended by Academician Indus Tagirov, Director of the House of Friendship of Peoples of Tatarstan, deputy of State Council of the Republic of Tatarstan Irek Sharipov, poet, laureate of the State Prize of the Republic of Tatarstan them.
