From May 16 to 18, 2025, the cities of Kazan and Bolgar will host the XV All-Russian Forum of Tatar Religious Leaders under the theme “National Identity and Religion.” This traditional event will bring together imams, Islamic scholars, clergy, public figures, and experts from across Russia.

A total of 1,049 delegates from 74 regions of the Russian Federation are expected to attend. This is the largest gathering of Muslim clergy in Russia, aimed at strengthening unity, facilitating the exchange of experiences, and discussing current issues facing Islamic life in a multiethnic country.

May 16: Opening Day

• Registration and accommodation of participants

• Friday prayer at Kazan’s historic mosques

• Official opening ceremony at the Kazan Agro-Industrial Park (Agrarnaya St., 2)

• Visit to the “Russia Halal Expo 2025” and the “Tatar Bazaar”, held at the same location

May 17: Plenary Sessions and Discussions

• Activities will move to “Kazan Expo” (Vystavochnaya St., 1)

• Plenary session featuring Rustam Minnikhanov, the Head of the Republic of Tatarstan

• Thematic discussion panels will follow, focusing on:

  • Preservation of spiritual and moral values

  • Development of Islamic education

  • The role of religion in reinforcing national identity

May 18: Conclusion in Bolgar

• Delegates will travel to the ancient city of Bolgar

• Participation in the ceremonial event “Izge Bolgar jyieny” (The Sacred Bolgar Gathering)

• Collective “Tawba” (Repentance) ritual

• Opening ceremony of the event and group Dhuhr prayer

Main Objective of the Forum

The Forum continues the tradition of dialogue and cooperation between the Muslim community, clergy, and government institutions. Its goal is to strengthen national consciousness and spiritual culture among the Tatar people, fostering a deeper connection between religious life and national identity.
